Project Manager

The Project Manager will oversee and coordinate multiple programs and projects within the District, ensuring compliance with safety standards, regulatory requirements, and organizational goals. This role involves managing development reviews, supervising field operations, maintaining risk and safety programs, securing grant funding, and serving as a key point of contact for internal and external stakeholders.   

Salary Range: 

$87,840.45 - $114,192.59

All compensation offers are analyzed individually and take into consideration multiple factors, including but not limited to years of experience, certification level, and educational background.

Essential Duties and Responsibilities: 

Project Management

  • Plan, organize, and manage projects from inception to completion.
  • Coordinate and administer the bidding process for District projects, including preparation of bid documents, conducting pre-bid meetings, and facilitating bid openings.
  • Oversee material procurement and provide field management support for active projects.
  • Serve as the District’s primary point of contact for field inspection on new construction projects.
  • Inspect developments and line extensions to ensure compliance with District standards, regulatory requirements, and approved plans.
  • Verify that installations comply with design criteria established by the Colorado Department of Public Health and Environment (CDPHE).
  • Ensure new water infrastructure is placed into service in accordance with AWWA standards, including flushing, pressure testing, disinfection, and bacteriological sampling. Works closely with the Assistant Manager and Department Supervisors to collect and track required project documents.
  • Assists in seeking funding opportunities such as grants and loans.

Risk & Safety Management

  • Manage the District’s Risk Management Program, including maintaining and updating the emergency response plan.
  • Identify risks and collaborate with management to implement corrective actions.
  • Act as Safety Coordinator and Chairperson, managing the District’s safety program.
  • Represents the District for the Local Emergency Planning Committee (LEPC) and provides support to Mesa County Emergency Preparedness Coalition (MCEPC)

Cross Connection & Backflow Control

  • Administer the Backflow Prevention and Cross Connection Control program.
  • Maintain certification or obtain necessary credentials for backflow control.
  • Conduct surveys and ensure regulatory compliance.

GIS & Asset Management

  • Manage GIS hosting and communicate updates to technicians or contracted engineering firms.
  • Assists the Department Supervisors and oversees the asset management program.
  • Ensure that as-builts of new water infrastructure from new development or District projects are added to the GIS.
  • Ensure updates are made to the GIS when errors or inaccuracies are found.

Development & Customer Services

  • Respond to requests for information and engineering assistance from developers and engineering firms.
  • Handle Tap sales for residential and commercial customers.
  • Manage invoicing for fire lines, main line extensions, and related services.
  • Participate in public relations activities such as DRIP and Water Festival.

Other Duties as assigned.

Qualifications: 

 Experience:

  • 3–5 years of project management experience in public works, utilities, or construction (water/wastewater strongly preferred).
  • Hands-on experience with construction inspection, bidding/procurement processes, and field coordination.
  • Experience implementing safety programs and/or supporting emergency response plans.
  • Familiarity with GIS workflows and integrating as-builts into a geodatabase or asset registry.

Education:

  • Associate’s degree in civil engineering, Construction Management, Environmental Science, Public Administration, or a closely related field; OR an equivalent combination of education, training, and progressively responsible experience.

Required Knowledge, Skills, and Abilities:

  • Water distribution construction practices: flushing, pressure testing, disinfection, bacteriological sampling and AWWA commissioning practices.
  • Applicable standards and regulations: AWWA, CDPHE design criteria, basic EPA/SDWA (Safe Drinking Water Act) concepts, OSHA safety requirements.
  • Fundamentals of public procurement, bid document preparation, and bid evaluations.
  • Basics of asset management (asset inventories, condition updates, lifecycle concepts, and preventative maintenance.
  • Basic GIS concepts (layers, attributes, spatial accuracy) and reading engineering plans.
  • Strong project planning & scheduling, cost tracking, and document control.
  • Clear technical communication (written and verbal) with contractors, developers, and regulators.
  • Stakeholder coordination and conflict resolution.
  • Intermediate proficiency with Microsoft Office (Word, Excel, Outlook) and ability to learn District systems (e.g., CMMS, GIS portals).
  • Attention to detail in inspections, submittals, as-builts, and safety documentation.
  • Interpret and apply plans, specifications, standards, and codes.
  • Conduct and document field inspections; identify deficiencies and drive corrective actions.
  • Administer elements of a safety program (tailboards, incident reporting, training coordination).
  • Manage multiple projects and deadlines with minimal supervision.
  • Prepare concise reports, bid documents, and public-facing communications.

Required Licenses or Certifications:

  • Requires a valid Driver’s License.
  • Certification in Backflow Prevention or ability to obtain within first 12 months of employment.
  • Level 3 Colorado Distribution System operator certification or ability to obtain within the first 3 years of employment.

  • Continuous physical activities include standing, walking, talking, and hearing, finger dexterity, and repetitive motions. 
  • Frequent physical activities include balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, and feeling. 
  • Occasional physical activities include climbing & crawling.

 

Physical Requirements

Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Visual Acuity Requirements

Required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.

Working Conditions

  • Subject to inside and outside environmental conditions. Extreme Heat: temperatures above 100 degrees for periods of more than one hour. Extreme Cold: temperatures typically below 32 degrees for periods of more than one hour.
  • Subject to noise: Sufficient noise to cause the worker to shout in order to be heard above the ambient noise level.
  • Subject to vibration: Exposure to oscillating movements of the extremities or the whole body.
